Starring Venkatesh, Divya Bharti in the lead roles and music composed by Ilayaraja. It marks the debut of Divya Bharti. The film recorded as Industry Hit at box-office.
Synopsis
The film begins with election campaigning in Bobbili Village. Sundaraiyah (Gummadi) and Rajeswari Devi (Vanisree) are strong opponents in elections. Rajeswari Devi and her elder brother Ahobala Rao (Kota Srinivasa Rao) plays a lot of tactics to win the elections. But their younger brother Suryam (Vidya Sagar) supports Sundaraiyah and also loves his daughter Rajyalakshmi (Sumitra) and she becomes pregnant. Everybody dishonors her and Ahobala Rao wants to take an advantage of the situation in the election campaign. When Suryam decides to reveal the truth to everyone, Ahobala Rao tries to stop him, in that quarrel Suryam dies accidentally. Ahobala Rao plays a game and keeps the blame on Sundaraiyah & Rajyalakshmi, both of them are arrested, but somehow they escape from jail and reaches a forest.Acteurs

Vamsi (Mahesh Babu) is a fashion designer who gets an opportunity to participate a designer's contest held in Australia. Vamsi has a colleague called Sneha (Mayuri Kango) who is selected to model his creations in the fashion contest. Krishna Prasad is son of a rich man (Jaggayya), in his childhood his father younger brother (Nutan Prasad) kills his brother for the property and Krishna Prasad is driven out of the house. Krishna Prasad goes to live with his school-teacher Nagamani (Sharada) whom he treats as his own mother, she has two children, Balaram & Jyoti, of her own. Nutan Prasad tries to kill Krishna also but unfortunately Balaram is separated from his family, and assuming he is dead. Nagamani looks after Krishna and Jyoti. After 20 years, Krishna Prasad (Venkatesh) falls in love with his college friend Radha (Amala). (Sudhakar) son of Nutan Prasad turns to become a local goonda, protected by his dad by bribing the local police. Jyoti is raped and murdered by Sudhakar and his pals, and they also run over Nagamani rendering her crippled. Both Krishna and Nagamani swear to avenge Jyoti's death. Then Balaram (Siva Krishna) re-enters their lives, as a police inspector, and is bent on arresting Krishna by hook or by crook, casting doubts whether he is or not on the payroll.

Chinnarayudu (Venkatesh) the arbitrator and most respected person in a village and sees through that all the people lives happily. Whenever injustice comes to the fore, he appears to resolve it in an authentic manner, he lives with his mother Durgamma (Nirmalamma). Chinnarayudu's brother-in-law Pasupathi (Mohan Raj) is always opponent and anti to him. Gowri (Vijayashanti) a girl in the village lives by rearing the goats have funny fights with Chinnarayudu & Durgamma and they both silently love each other. Gowri has debt of amount to Pasupathi for studying her sister Ganga (Haritha), she not able to repay the money so issue goes to Chinnarayudu's judgement, then situation arises Gowri has to collect money from villagers for repaying her debt and ultimately landing up in getting married to the Chinnarayudu.

Inspector Ramaraju (Nandamuri Balakrishna) is a sincere police officer or who people call a Rowdy Inspector which is his titular role. Auto Rani (Vijayashanti) is an auto driver who falls in love with Ramaraju and helps him out with his missions. He arrests every goon that he sees. The film is set in the backdrop of lorry driver's union who are compelled to work under a power-hungry owner Ranganayakulu (Raja Krishna Murthy) and thereby becoming victims of exploitation. The owner acts like he helps our lorry drivers to become independent but frame them in smuggling and illegal cases. A fearless Lorry Driver Balamurali (Nandamuri Balakrishna) questions this exploitation and demands rights for the union.
