Two sisters are left almost penniless by their father's sudden death, and are forced to lease their estate as an airbase to the newly arrived American forces during the Second World War.
Welcome, Mr. Washington is currently missing from the BFI National Archive, and is listed as one of the British Film Institute's "75 Most Wanted" lost films.
The film was made by British National Films, based on a story by Noel Streatfeild.

Pilot William "Sky" Kelly (Donald Stewart) is held responsible for an aircraft crash in which a passenger is killed; however, his friend, wealthy playboy James "Jim" Spence (Richard Greene), was actually piloting the aircraft. Kelly's sister Sydney (Carla Lehmann), a newspaper reporter, vows to clear her brother and name Kelly as the culprit. During the late 1930s, David Charleston (Redgrave) is an ambitious campaigning newspaper journalist, a fierce opponent of fascism and the British policy of appeasement. He wishes to alert his readers to the dangers of German rearmament and the folly of ignoring what is going on in Europe, but the reports he submits are censored by the editor of his newspaper. He subsequently quits his job and sets off on a speaking tour around the country under the slogan "Britain, Awake!" The lack of interest and response indicates that Britain is happy to keep slumbering. The final straw comes when Charleston is at the cinema, and the newsreel feature comes on the screen detailing the German occupation of the Sudetenland. The audience show themselves completely uninterested in the newsreel, taking the opportunity to chat among themselves or go in search of refreshments. In despair at the way his countrymen seem totally oblivious to the ever-more impending doom which is about to engulf them, and appear to be content to go about their daily business as normal while all the time sleepwalking towards disaster, he decides to turn his back on Britain and find a far-flung location where he can withdraw from the world and all its contemporary woes.

En 1941, un commando de l'IRA est chargé de placer des bombes dans des stations de métro à Londres. Leur chef Terence déserte car il ne croit plus à la violence comme moyen d'action. Son frère Matt arrive d'Irlande pour le remplacer. Après l'arrestation de deux membres du commando, Matt croit que son frère les a trahis. Il rentre en Irlande pour voir le chef local de l'IRA, Shinto. Apprenant que les prisonniers sont transférés dans un prison de Belfast, Shinto organise leur évasion. Terence, revenu pour pousser son frère à quitter l'organisation, prend part au projet. Après qu'un des membres a été grièvement blessé, Terence tente une opération en solo et libère les prisonniers. Shinto refuse de le croire et Terence est condamné à mort comme traître. Il n'est sauvé que par l'arrivée des ex-prisonniers. Shinto et ses hommes s'enfuient, poursuivis par la police, et Matt, finalement convaincu, décide de renoncer à la violence.

The events unfold just before the start of the Soviet withdrawal from Afghanistan in 1988. Lieutenant Steklov, son of a high-ranking General, is assigned to Afghanistan, hoping to take part in combat and earn some medals before the war ends. Sgt. Arsionov (Aleksei Serebryakov) combines his combat experience and bravery with brutal hazing of young conscripts back on the field base. Major Bandura`s tour of duty has expired. He is free to go home and reunite with his wife whom he has almost forgot. This means leaving his mistress Katya (Tatyana Dogileva), a nurse in the base's hospital—to a much anticipation from Bandura's superior Leonid (Mikhail Zhygalov) who fell in love with Katya. Anxiety is felt by many characters about the change taking place back in the Soviet Union during the Perestroika. Bandura himself thinks he might not be able to adapt. Katya says that Afghanistan will be remembered as the best part of their lives.
