The film concerns a student, Ch'oe Yeongjin, who has become mentally ill after being imprisoned and tortured by the Japanese for his involvement in the March 1, 1919 protest against the Japanese colonial rule. He returns to live with his father and sister, Yeongheui, in their small village home. Yeongjin's friend, Yun Hyeon'gu, is in love with Yeongheui. While the villagers are preoccupied with a harvest festival, O Kiho, a collaborationist for the Japanese police, attempts to rape Yeongheui. Hyeon'gu fights with Kiho, striking and killing him with a sickle. When Yeongjin regains his sanity, he believes himself to have killed Kiho. The film ends with the Japanese police taking Yeongjin over Arirang hill to return to prison.

His life begins to unravel after he and "Ballet" kill the wrong person by mistake.

The film starts by showing the city streets of K-Town in New York, then goes straight into one of the most common places in Korean Culture. A Room salon (RS) where Korean Mobster Jin Ho Chun (Jun-ho Jeong) is running the place as a money launderer for the Korean mafia. As Chun is making his usual errands, such as making sure the Room salon is running smoothly and greeting customers. Chun goes and checks on the VIP members, where also his mistress Sook Hee (Jane Kim) is at. Chun then grabs the bag full of cash and makes his way into his car. While Chun's driving off, another car blocks his way and he gets shot to death in the back.

One day, a beautiful woman who works in a bar comes to the police station for help, and Kang falls in love with her. He starts going to the bar often to see her, and begins to become more like Jo. Jo is initially pleased at this, but later begins to experience a dilemma with Kang's change in attitude.
