Peter Hale (Leon Bary) is returning to America from overseas via steamship to receive his inheritance. On board, he receives a telegram warning him to beware the Double Cross. He doesn't know what it means, until he becomes enamored of a mysterious woman occupying cabin no. 7. When a submarine is sighted, there is panic on shipboard. Peter and the mysterious woman are thrown together, and in the ensuing action, he sees a double cross symbol on her right arm, just below the shoulder. When the ship arrives in New York, Peter loses track of the woman.

Bruce Kellogg and his friend Alex are off to Africa on an expedition to the "City of the Dead" that is actually footage of Angkor Wat. Bruce's fiancee Betty and her father decide to go along to visit her father's brother James who is a missionary in the same part of Africa. Arriving at the Rev Graham's home they meet Dr Hammond who has spent five years developing a serum to a deadly fever that rages in the area. In the Asian province of Seemang where the Bay of Bengal meets the jungle, Chandler Elliott (John St. Polis) owns a large and prosperous rubber plantation. His attractive daughter, Dorothy (Charlotte Henry), is engaged to neighboring planter Tom Banning (William Bakewell) but troubles are brewing for both plantations. When a cargo-load of rubber is shipped on a riverboat to be taken to port, the boat is hi-jacked by river pirates, who the kill the crew and the shipment is stolen.
