The movie opens on what appears to be another average day in Hoagie's Alley (which, for the purposes of this story, has apparently been relocated closer to Beverly Hills) for Top Cat and his gang, who are today posing as Boy Scouts, out doing good deeds in the hopes of getting rewards. During the course of this, Benny the Ball saves the life of a bag lady. Unbeknownst to Benny, it is revealed afterwards that she is actually a rich woman named Gertrude Vandergelt, who plans to leave her fortune to her missing niece, Amy. Meanwhile, Officer Dibble arrives to put an end to T.C.'s shenanigans after an unsuccessful attempt by Brain to wash his police car's windshield. Just when Dibble is about to arrest the gang, though, he gets a call saying that his application for retirement has been approved, so he can now retire from the police force, and thus he drops the charges against T.C. and the gang.

L'action se passe à Chicago, le jeudi 6 juin 1929. Earl Williams est condamné à mort pour avoir tué un policier. Walter Burns, rédacteur en chef d'un journal, envoie Hildy Johnson faire un reportage sur sa pendaison, mais Hildy souhaite quitter le métier et annonce sa démission ainsi que son prochain mariage à Burns qui prend la chose assez mal. À la suite d'un concours de circonstances, Williams parvient à s'évader. Toute la police de Chicago le recherche et on croit l'apercevoir dans toute la ville, alors qu'en fait il n'a pu franchir l'enceinte de la prison. Pendant ce temps, un fonctionnaire fédéral apporte au maire la notification de sursis de Williams, signée par le gouverneur. Le maire la refuse, la considérant comme nulle et non avenue en raison de l'état de fuite de Williams. Ne pensant qu'à sa propre réélection, il donne aussi l'ordre d'abattre le fugitif sans sommation, et soudoie le messager fédéral en lui offrant une soirée dans un bordel chinois.

Believing them to be real sailors, and in order to catch them, they enlist in the Navy under fake names. They spend a year at sea, but cannot locate the thieves. However, Sach is able to win two thousand dollars gambling and the boys return to the Bowery. It is there that they are robbed by the same two men, but with the Navy captain helping, they are able to capture the crooks. They return to the navy office to receive their commendations, but are mistakenly re-enlisted!
