The film bears little relation to the first movie. Johnny McGowan and his only true friend who is Yowler, the last dragon on Earth, is in serious trouble. The Dark Knight, who happens to be the enemy of Yowler, has returned and has determined to plan on slaying Yowler, so that way, he can get a hold of the magical powers inside the dragon's blood to bring in a new evil age of dark generations to the planet. Young John is now gained an opportunity to begin a new quest to protect Yowler, defeat the Dark Knight and save the world for all future generations.

Radu est un journaliste roumain ambitieux, ancien traducteur de français, qui travaille à Bucarest pour l'Agence France-Presse. Il fait venir de Paris son ami Axel pour lui donner l'exclusivité d'un reportage à faire sur une jeune mineure roumaine de quatorze ans, prostituée de force à Paris, et qui vient d'être rapatriée en Roumanie dans un foyer d'accueil à Bistrița en Transylvanie. Ce reportage serait selon les journalistes le prétexte de condamner le trafic d'êtres humains et la prostitution des mineures; mais entre intentions et réalisation qu'en sera-t-il vraiment ?

The film begins with a scene of an armoured personnel carrier (APC) and a military checkpoint in the background. Two men come out of it, one in civilian clothing, the other in a Militia (Miliţia) uniform, and light up cigarettes. Suddenly, the soldiers manning the checkpoint open fire and kill all of the APC's occupants.
