Chris Phillips (born February 26, 1958 in New York City, New York) is an American voice actor, songwriter, singer and producer. He is best known for his roles in Rockstar games such as Marty Chonks and El Burro in Grand Theft Auto III, his role in Max Payne and voicing Felix The Cat in Felix the Cat: The Movie.
