Janta V/S Janardan – Bechara Aam Aadmi is a satirical social comedy film which concentrates on characters who become victims of the corrupt government system. The story revolves around the present day political situation of society and the country. It depicts a society that is divided into two groups: Gainers and Losers, i.e., the politicians and the common people respectively. Tito (Arshad Warsi) and Tony (Rajpal Yadav) are two conmen who run into and fall in love with two sisters, Payal (Anita) and Gehna (Tusha). The girls have run away from their home and uncle, Vikramaditya (Govind Namdeo). Meanwhile, small-time don Jagat Dada (also played by Govind Namdeo) enlists the help of Tito-Tony to steal a treasure map from a police station. Tito-Tony accomplish the task but, instead of giving Jagat the real map, they hand him a fake copy forged by Mamu (Razak Khan), So, while Jagat and his men so in a futile search for the treasure, Tito-Tony go after the real one, which is in Vikramaditya's house. Soon, Jagat realizes that he has been conned, and also becomes aware that he looks like Vikramaditya. Since Vikramaditya is away from home, Jagat Dada goes into his house pretending to be Vikramaditya. The chase for the fortune begins in earnest and after the mandatory mix-ups; the police come and arrest Jagat Dada and his men.

The film begins with three separate teams accusing the same man of marrying one among them and making off with all their wealth. The police term it the Manmatha Raja case, and it receives wide media coverage. A man's likeness is also broadcast. Upon seeing that, two more girls realise that they have also been cheated by the same man, but are unwilling to believe it. On a separate track, Panchamruta aka Panche (Upendra) is travelling in a bus. The bus meets with an accident and Panche is admitted to the hospital. A policeman ties Panche's face to that of the accused in the Manmatha Raja case and Panche is arrested. Panche's case receives widespread attention, and it finally comes before the judge (Lakshmi). The judge's daughter Pooja (Pooja Gandhi), a law student who's one of the girls cheated by Manmatha, obtains permission to watch the proceedings.
