Two women filmmakers from Israel, Ayelet Menahemi and Eilona Ariel, initiated this independent project. In the winter of 1994-95 they spent five months in India, doing intensive research on the use of Vipassana as taught by S. N. Goenka as a rehabilitation method and its dramatic impact on foreign and Indian prisoners.The authorities were unusually cooperative, allowing the team free access to two Indian jails. The documentary begins with the story of Tihar Prison - a huge and notorious institution housing 10,000 inmates, 9,000 of them awaiting trial. When a new Inspector General, Kiran Bedi, was posted there in 1993, Tihar entered period of rapid-fire change.

The documentary dramatizes the recruiting and training of a number of young men into the Greek police force during the military junta rule. A number of otherwise decent young men are selected based on a number of traits viewed as exploitable by the recruiters: illiterate, anti-communist, young and male, drawing comparisons to the Cambodian torturers at Tuol Sleng, many of whom were under 19 years old.

The MOVE organization was originally established as a "back to nature" movement that practiced "green" methods. When their methods became more radical, featuring profane bullhorn speeches, unsanitary conditions, and questionable child raising, the group began to draw the attention of the Philadelphia community and the police alike. The conviction of nine members for the third degree murder of a policeman after a shoot-out in 1978 further cemented the group's belief that the police were corrupt and determined to bring the movement down.
