Shin is the eleventh production in the franchise, at the time heavily straying from the roots of the franchise. As a work celebrating the 20th anniversary of the franchise, the film targeted the now-adult fans of the original, taking the bare essence of the Rider character and his origin, placing it in a violent, realistic and modern setting and conveying the driving sorrow of the Kamen Rider character, who finds himself in the center of conspiracy and turned into a superhuman being against his will. Series creator Shotaro Ishinomori makes a cameo appearance in the film.
Shin was released on DVD on April 25, 2008, by Bandai Visual. Toei's subscription channel featured Shin during its special Kamen Rider 40th anniversary line up in July 2011.
The film's protagonist Kamen Rider Shin makes appearances in the films of the later Kamen Rider Decade television series, and is the primary focus of one of the All Riders vs. Dai-Shocker comedic webisodes in which he seeks out a sequel to his film. Kamen Rider Shin also appears as a playable character the 2011 Nintendo DS video game All Kamen Rider: Rider Generation.
For English markets, Toei has marketed the film as True Masked Rider: Prologue.
Synopsis
Doctors Kazamatsuri and Onizuka are geneticists researching cures on diseases such as AIDS and cancer by performing experiments to strengthen the human body. The test subject is Shin Kazamatsuri, motorcycle racer son of Doctor Kazamatsuri. Unknown to them, their operation is funded by a syndicate group, who plan to use this research to have the bodies of men strengthened for their own gain—they have already been experimenting in the field of cyborg soldiers, to a less-than-successful attempt. However, they did not count on Onizuka's own secret ambitions; the mad Onizuka wanted to create a new species, by fusing a grasshopper's DNA with the test subject's, in order to start a new civilization and be their god. He has tested on himself, but seems to be having greater success with Shin.Acteurs

While on his morning jog, Gai Ikari finds the sky suddenly turning dark as a massive ship emerges from the clouds. Becoming Gokai Silver to investigate in Gojyu Rex, Gai is shocked to find what seemed to be Gokaioh appearing from the ship and attacking him. Defeating Gojyujin, Fake Gokaioh jumps back to the ship as it immediately disappears. Later, aboard the Gokai Galleon, the crew identify the mysterious vessel as the space-wandering ghost ship said to carry a fabled treasure known as the God Eye—which can grant any wish to its holder. Seeing this as a better opportunity to obtain the Greatest Treasure in the Universe regardless of the risks, the Gokai Galleon crew embark on a voyage to find the ghost ship and acquire the God Eye. The Gokai Galleon locates the ghost ship and makes port in its skull figurehead's mouth. After encountering a trio of annoying ghosts who unknowingly pointed them in the right direction, the Gokai Galleon crew reach the ship's main bridge and see the God Eye resting on the left eye of a giant skull. However, they are stopped by the ship's captain Los Dark, who reveals that he was luring would-be thieves to his lair as he sends the crew into a dimensional underworld so his minions can kill them and allow him to live again.

The Galaxy Line is about to return to Earth after 25 years running in space when it is attacked by a Cryner piloted by Count Nair. Lady, the Galaxy Line conductor, falls on Earth only with the Lion Ressha, while the other Safari Ressha that compose the Galaxy Line go missing, but she is rescued by the ToQgers. While Count Nair pays a visit to Emperor Z at the Castle Terminal, Right makes a plan to impulse the Lion Ressha back into space by using a local tower as part of a bridge, but Lady points out that there is not enough Imagination on Earth to power it up, claiming that with the decline of space exploration, people stopped aiming at the stars like they used to 50 years ago when the Galaxy Line was established.

A stunt pilot trio called the "Flying Angels" (Scott Masterson, Chuck Gavin, and Beth O'Brien), are caught in a bizarre flash of light and crash, only to emerge unharmed. They are later informed by an agent of an interstellar peace-keeping agency (whose secret identity is the groundskeeper at a Pebble Beach golf course) that they have become the host bodies of warriors from the planet Altara in M78 to capture escaped monsters from the planet Sorkin who have arrived on Earth. They become the Ultra Force, headquartered within Mount Rushmore, and are assisted by a trio of robots, (the pint-sized Andy, the strong Samson, and the twitchy Ulysses). Although equipped with futuristic fighter crafts, inevitably one or more of the team is required to transform into an Ultraman, a gigantic red and silver superhuman being, to battle the monsters. After destroying the most powerful Sorkin monster, the constantly growing King Maira, the Ultra Force remains together to combat further threats to planet Earth.

The film opens up with a red orb of energy chasing after a blue orb of energy throughout space. Upon landing on a desert-like moon, the blue orb reveals itself to be the monster, Bemular. The red orb reveals itself to be Ultraman Mebius and the two face off. After a short battle, Ultraman Mebius destroys Bemular and returns to his home planet of the Land of Light (光の国, Hikari no Kuni) in Nebula M78, where he is reunited with Ultraman, Zoffy, and Ultra Seven.
