Au printemps 1999, des islamistes soutenus par des soldats de l'armée pakistanaise franchissent la Ligne de contrôle (Line of Controle : LOC) qui sépare l'Inde du Pakistan, s'emparant des hauteurs qui surplombent Kargil. The Collector of Anokhapur, Jagatpratap Singh (played by Dilip Kumar) is a stickler for law and order. However, his son, Ravi (Sanjay Dutt) believes that sometimes illegal means may be adopted in order to assert control. This causes conflict between Jagatpratap and his son. Bhushannath 'Dharmendra' Bhadbhole (Kader Khan) is a corrupt Minister of Fisheries. His son, Kailash (Gulshan Grover), and Kabza Kanhaiyalal (Anupam Kher) rape and kill Jagatpratap's maid/servant and also kill Ravi's friend. Instead of being convicted for this crime, they are acquitted because they gave fake alibis. Ravi decides to give these criminals the punishment they deserve. As Ravi knows this will cause a conflict with his father, he decides to leave home. He then becomes a police inspector. This does not heal the father-son bond as he still has different ideas about the meaning of justice. After deliberating on the statement that "the law is for human beings but not for monsters", the father finally agrees to join his son in his fight against the corrupt minister.

The film is set in 16th-century northern Kerala. The plot unfolds at Puthooram, the house of great Kannappan Chekavar (Balan K. Nair). Raja Bhaiya (played by Mithun Chakraborty) and his friend Charan (played by Satish Kaushik) come to a city to make a living. Failed in seeking job, one day, they are teased and ragged by Kallu Dada (played by Ranjeet). The quarrel gets physical and Raja wins it. Raja thus becomes the local underworld don and starts collecting protection money from shopkeepers. He also get addicted to alcohol. Raja meets with Laxmi Rao (played by Madhuri Dixit) and is attracted to her, he comes to her assistance when her dad, Mohan, passes away, by helping to cremate him; he comes to her aid again when Kallu and his goons attempt to molest her; and when the municipality tears down her hut, he decides to let her live with him. Due to her influence, he gives up his bad habits. As things go well, they both decide to get married. But on the wedding day, Laxmi's old beau, a Professor (played by Vinod Mehra), shows up and proposes marriage with her. Meanwhile Raja is also arrested and held for killing Kallu.

Bharat Nagar is a city in modern secular India that is terrorized by a gangster named Bhika, who is protected by the local politician, Gulabchand Jhakotia, his son, Police Inspector Bhushan, and the D.S.P. Anand Saxena. When Inspector Gurdayal Singh accumulates enough evidence to arrest Bhika, he is killed. Bhushan then attempts to molest an activist, Asha, but is stopped by Vijay, her fiancé. But Bhushan kills Vijay and ends up getting killed by Asha. The Police arrest Asha and hold her in a cell without permitting her to meet with anyone including her brother, Aadesh. Then Bhushan's position is filled with Inspector S.P. Jagdishan, who does attempt to bring law and order to this troubled city, and even permits Aadesh to meet with Asha. When Bhika kills the owner of the local newspaper 'Bharat Nagar Times', Jagdishan arrests him after D' Souza's daughter, Mary, comes forward to testify - only to get instructions for his transfer to distant Malegaon, and the immediate release of Bhika - who, together with Gulabchand, are now set to rule over Bharat Nagar - with no one bold enough to stand in their way.
