Interrogé lors d’une émission télévisée, le général Amarjeet Bakshi (Kabir Bedi) expose son opération « Mission Milaap» qui consiste à libérer des prisonniers pakistanais pour qu’ils puissent regagner leur pays. Ce projet serait la première étape d'un processus de paix avec le Pakistan. L’émission tourne au carnage lorsqu'une attaque terroriste est lancée par Raghavan Datta (Sunil Shetty), exclu de l'armée indienne pour avoir fait exécuter des civils pakistanais et farouchement opposé à cette opération. The story is set around the Indian Mutiny of 1857. Javed Khan (Shashi Kapoor) is a feckless feudal chieftain with a Muslim Pathan heritage, whose world revolves around breeding carrier pigeons. His younger brother-in-law, Sarfaraz Khan (Naseeruddin Shah) is politically awakened and actively plots the fight against the British. Freedom fighters attack the local British administrators while they are in Sunday Worship at Church, massacring them all. Miriam Labadoor, Jennifer Kendal) manages to escape with her daughter, Ruth (Nafisa Ali) and mother. The three women seek refuge with the wealthy Hindu family of Lala Ramjimal (Kulbhushan Kharbanda). Lala is torn between his loyalty for India and his privileged position under the British. However, matters are taken out of his hand by Javed Khan who barges into Lala's house and forcibly takes Ruth and her family to his own house. This leads to jealousy on part of his wife, Firdaus (Shabana Azmi) and anger on part of his brother, who ultimately gives in to the Pathan tradition of offering hospitality and sanctuary (Nanawatai) even to uninvited guests. Various situations ensue due to cultural misunderstandings in the domestic routine of the Muslim household with its new English guests. Javed falls in love with Ruth, and wants to marry her but is opposed bitterly by her mother. Noticing intense feelings of Javed for her daughter Ruth, Miriam Labadoor (mother) cleverly makes an agreement with Javed that she would only give her daughter’s hand to Javed if British were defeated. At first instance, Javed is hesitant but accepts the offer when again Miriam asks him if he has misgivings in his war against the British. There are simmerings of a love affair under the watchful suspicious eyes of Firdaus.

Dibyanath Chatterji, his bank-employed wife, Sujata, and youngest son, Brati, live an affluent existence in Calcutta, West Bengal, India, circa early 1970s. Sujata is a quiet, devout Hindu, religious, and compassionate woman, and Brati has finished his school and is now attending college. His parents are proud of him, and keep track of his progress. Then their world is shattered during the early hours, when they are informed by the police that Brati has been killed. Dibyanath and Sujata go to identify Brati's body, mourn, lament inconsolably. They know now that their lives will never be the same again - for by the police they will be called the mother and father of corpse No. 1084. Sujata struggles to understand Brati's passing, meets his friends one by one, comes to know that Brati had a girlfriend, Nandini Mitra, and that's when she finds out that Brati was part of a rebel group often referred to as "Naxalbari", a militant leftist group. As she delves deeper and deeper into Brati's former life, she begins to understand her son's struggle, and decides to continue to further this. What Sujata does not know is her and Dibyanath's lives are in danger, and they well turn up dead and end up as numbered corpses in a police morgue.

Le film s'ouvre sur l'incendie d'un village de dalits (intouchables) du Bihar. Un couple, Naurangia (Naseeruddin Shah) et son épouse enceinte Rama (Shabana Azmi) fuit le village en feu et le massacre de ses habitants. Un flashback révèle les évènements qui ont conduit à l'attaque du village. Un nouvel instituteur, aux idées progressistes, avait entrepris de politiser les habitants du village, menaçant ainsi la domination du propriétaire terrien. Il est finalement assassiné par le frère de ce dernier. Naurangia, à la tête d'un groupe de villageois, tue le meurtrier, ce qui conduit en représailles à l'incendie du village. Muni d'une lettre de recommandation, Naurangia et Rama cherchent du travail à Calcutta, sans succès. Ils apprennent que le gouvernement va octroyer une compensation financière aux victimes de l'attaque. Lassés de chercher en vain, ils ne peuvent cependant pas rentrer chez eux, faute d'argent pour payer le voyage. Enfin, on leur propose de faire traverser le Gange, à la nage, à un troupeau de porcs. L'argent gagné leur permettrait de rentrer chez eux, mais la traversée est périlleuse. Lorsque enfin ils atteignent l'autre rive, Rama ne sent plus bouger son enfant. Le film se termine cependant sur une note d'optimisme : Naurangia colle son oreille sur le ventre de sa femme et entend l'enfant bouger.
