It is revealed that Sohanlal's murder was actually a conspiracy of many people, also unknown. Before dying, Khanna has told the news of Sohanlal's death to his niece Asha. Some days later, seven people, including Asha, win a trip to an island in a chartered plane, courtesy a lucky draw in a gala. The others winners are one Barrister Rakesh, one Dharamdas, one Kishan, one Dr. Acharya, one Madhusudan Sharma and one Kitty Kelly. The seven people go to the island, with one Anand, who happens to be a crew member in the chartered plane.

An eye doctor named Jyoti (Tanuja) arrives in Bombay from London. Gifted painter and playboy Prakash (Rajesh Khanna) falls in love with her, but his past creates problems for him. Princess Kamini (Helen) turns up at Prakash's house drunk and whilst trying to flirt with him, Jyoti arrives and finds them together, storming off. She rejects his attempts to reconcile initially, including his feigning a drug overdose of poison and getting her to arrive and circling her car. Their differences are eventually resolved and he proposes to marry her. Jyoti's father visits Prakash with a bribe and is disgusted with his paintings of the female form and rejection of him. However, after seeing Prakash's religious demonstration, her father apologizes and they start planning the wedding.

Asha (Mala Sinha) is in court facing a murder trial. Puran (Bharat Bhushan), a lawyer and journalist, takes the case. The story then goes into flashback, showing Asha working in the rationing office just after the war. She comes from a poor family and is the sole earning member. She also has six younger sisters to take care of. Puran comes from a rich family; his father is Seth Mulchand, a business man. However, Puran decides to work for a newspaper, as a reporter. Asha likes Puran's articles exposing corruption and black-marketing, and his articles on working women. She gets interested in meeting the writer. The two meet in her office at her place of work. While leaving, Puran manages to drop his papers, and they get jumbled up with the papers on Asha's desk. Her paycheck, which was lying on the desk, is picked up by Puran by mistake along with his own papers. She meets Puran again to get her check back.

Sultan-e-Iran (Emperor of Iran) is a Just ruler and known as such, Nausherwane-e-Adil (Nausherwan The Just) (Sohrab Modi). His laws are equal for everyone and follows them in his dispensation of Justice. However when questioned about a certain ruling by a Christian priest David (Bipin Gupta), he realises that the laws he is following have come down through ages without being written down. He decides to rectify this and gets his Wazir (Niranjan Sharma) to start work on it. Nausherwan now decides to go incognito into his country to see for himself if his people are contented and happy. When he returns he sets about bringing reformation in the laws with the help of his judiciary. He puts forth two laws; anyone deceiving a girl will be walled up, and anyone betraying the state will be put to death.
