Sergeant Peter King (Kenneth Cranham) and Private Leslie Cuthbertson (Leo Bill) of the Royal Army Dental Corps passionately desire to see active service, but are held back. Armed with two revolvers and a handful of grenades, they plan an unauthorised mission to occupied France. They write to the Prime Minister, Winston Churchill, explaining their intention to fight the Germans. After they finally succeed in getting to France, they stumble across a German radar station. They blow up what they take to be the main operations room, and then the entire compound unexpectedly erupts with gunfire and explosions. They narrowly evade the Germans and escape in a boat which is later blown up by a mine; the men are picked up by the British and interrogated as possible spies. Once their identities have been established, they are returned to barracks to be court-martialed as deserters. An aide of Winston Churchill had seen their letter, and knew of a commando raid on the radar facility which was facilitated by a diversion due to mysterious explosions in what they discover was actually the cookhouse. The aide intervenes in the court martial, establishes their presence at the enemy radar station and conveys an invitation to tea with the Prime Minister should they ever be in Whitehall. The court nevertheless demotes Sergeant King to the rank of corporal and remands Private Cuthbertson to military prison for 28 days, lenient sentences for desertion in wartime. A note on screen tells the viewer that the men never meet again.

Harold Petts (Spike Milligan) is a conscientious village postman who receives a promotion that takes him to London, to be trained at London's busiest post office. However, after his first day in the big city he is soon in trouble. In the main sorting office he succeeds in beating the new mail sorting machine at pigeonholing letters for delivery (the machine blows up in the process). As a result he is placed safely out of the way in the parcels department, but sorts parcels at such speed that he puts everyone else in the department out of work. This leads him to a meeting with the staff Psychiatrist, and then to Jean (Barbara Shelley), an ambitious art student, and the pair find themselves the main suspects in a mail theft ring, with the police and Post Office officials hot on their heels.

Though abridged for a 90-minute film, Heavy Weather followed closely the novel of 1933, the fourth in the Blandings series. Many of the familiar elements of the Blandings books were present: the wish of Lord Emsworth's nephew, Ronnie Fish, to marry a chorus girl, Sue Brown; the concern of Emsworth's sisters, the imperious Lady Constance Keeble and Ronnie's mother Lady Julia Fish, to ensure that the reminiscences of their other brother, the Hon. Galahad Threepwood, were not published; Galahad's protectiveness towards Miss Brown, the daughter of his long lost love Dolly Henderson; the sustained efforts of the publisher Lord Tilbury (a character probably based on Lord Northcliffe) to gain possession of the reminiscences; Lord Emsworth's determination that his prize Berkshire pig, the Empress of Blandings, should win the silver medal in the fat pigs class at the Shrewsbury agricultural show; Lord Emsworth's employment of a private detective, P. Frobisher Pilbeam, to protect the Empress and his rivalry with his neighbour, Sir Gregory Parsloe, of Matchingham Hall, who had not only his own designs on the fat pigs class, but, as a prospective Parliamentary candidate, an interest in suppressing Galahad's reminiscences; and the employment as Lord Emsworth's secretary of Monty Bodkin, who, as with most holders of that office, had an ulterior motive (in this instance, the need to hold down paid employment for a year in order to be considered suitable to marry one Gertrude Butterwick).
