Tsane est un paysan serbe qui vit avec son grand-père. Ce dernier, qui souhaite assurer l'avenir de son petit-fils l'envoie vendre sa vache en ville. Avec l'argent, il doit acheter une icône, ramener un souvenir, et surtout, trouver une épouse. Il rencontre Jasna, une jeune fille d'une très grande beauté qu'un parrain local compte enlever afin de la faire travailler dans une maison close. Pour réussir, il sera aidé par deux frères, les petits enfants d'un bottier qu'a bien connu le grand-père de Tsane.

The film takes place in Vukovar, a city on the border between Serbia and Croatia, in a country which used to be called SFR Yugoslavia, on the eve of the country's breakup. It is a typical love story, between a Croat woman Ana (Mirjana Joković) and a Serb man Toma (Boris Isaković), who marry one another with the blessing of both families right before the Battle of Vukovar. Their harmonic community is brutally broken apart with the start of a civil war. Not only they but everyone around them, against their will, are brought into the craziness of war which divides them from family and friends. Divided, living through hell, they still hope that the horrors of war will stop and that their newborn baby will be able to have a fresh start.

Perhan est un rom orphelin. Fils d'un soldat slovène et d'une rom, il est élevé ainsi que sa sœur handicapée Danira par sa grand-mère dans un bidonville de Skopje en Yougoslavie (devenue la Macédoine en 1991). La vie de famille s'organise autour d'un accordéon, d'un dindon et d'un oncle déluré qui, pour soutirer de l'argent à sa sœur, soulève la cabane de celle ci par le toit. Perhan tombe amoureux d'Azra, la fille de la voisine, mais la mère refuse de donner sa fille en mariage car Perhan est pauvre et n'a pas de situation. Toutefois, durant la fête de l'Ederlezi, les deux jeunes gens échangent des promesses.

Ilija Čvorović (Bata Stojković), a former Stalinist who spent several years in a prison on Goli otok, is contacted by the police to routinely answer questions about his sub-tenant, Petar Markov Jakovljević (Bora Todorović), a businessman, who spent twenty years living in Paris, and now has returned to Belgrade to open a tailor shop. After only several minutes, Ilija is free to go, however, he is starting to suspect that his sub-tenant might be a spy. As time passes, he becomes convinced that Petar, a modern man from a capitalist country, represents a great threat to national security and the socialist system, and starts spying on Petar, to a great surprise of his wife Danica (Mira Banjac), who is more concerned for the future of their daughter Sonja (Sonja Savić), who, although holding a degree in dentistry, is unable to find a job. Ilija phones inspector Dražić (Milan Štrljić), claiming that Petar was meeting "suspicious people" (which are actually his intellectual friends, but Dražić does not take him seriously. Ilija decides to take matters into his own hands. He begins his own surveillance operation against the innocent man and his friends. Eventually, he bars his house, buys a guard dog, arms himself with munition, and even gets help from his brother Đura (Zvonko Lepetić), both of them becoming convinced that Petar is a foreign agent.
