Un explorateur des années 1960 explore les grandes forêts du Pérou et y découvre une nouvelle espèce d'ours brun. Il se lie d'amitié avec un couple d'ours, qu'il baptise Pastuzo et Lucy, et leur apprend à faire de la marmelade. Des années plus tard, Pastuzo et Lucy coulent des jours heureux en compagnie de leur neveu. Lors d'un tremblement de terre, un arbre tombe sur Pastuzo et l'écrase. Lucy et son neveu traversent la forêt jusqu'au port. Là-bas, le petit ours embarque clandestinement à bord d'un cargo qui l'emmène à Londres. Sa tante reste au Pérou et s'installe dans une maison de retraite pour les ours où elle sera en sécurité. Puis l'ourson arrive à la gare de Paddington et est recueilli par la famille Brown (en théorie pour une seule nuit). Elle le baptise donc « Paddington ».

Using film noir low key lighting and unbalanced frame compositions, along with visual and narrative tropes whose sources include John Buchan's novels and Alfred Hitchcock's films, and Hollywood productions The Fugitive and Sunset Boulevard, the film imagines former British Prime Minister Tony Blair as a fugitive on the run from the police after having been accused of a series of murders. These include the killing of his former Foreign Secretary Robin Cook, although he is also implicated in the death of his predecessor as Labour Party leader John Smith. Determined to clear his name, Blair escapes from 10 Downing Street; but he is a man with no friends willing to give him sanctuary, while a fervent media demands his capture. He is pursued across a fog-bound London by Inspector Hutton and his sergeant, who are helped in their investigation by Peter Mandelson and Gordon Brown. Blair is eventually aided by Margaret Thatcher, a Norma Desmond-like recluse (parodying the 1950 film, Sunset Boulevard), who promptly seduces him. But it gradually emerges that Blair may be innocent of the crime he is accused of committing.

Harry Kane and Karl Allen are best friends who work together in a successful and popular magic double act, with Harry's wife Carol working as their assistant. After one show, however, Harry discovers Karl and Carol backstage in a magic box having sex (during an agreement between Harry and the theatre owner about letting the act go on for 4 more weeks and letting them do an act on a cruise ship). During the next show, Carol is locked into a guillotine as part of a climatic trick, only for the blade to decapitate her; it is not immediately clear whether Harry, despite his protestations of innocence, has murdered her or whether she was the victim of a freak accident. Four years later, the act has broken up and the two friends – now bitter rivals – have gone their separate ways; Harry, having given up professional magic, is working in a Wilkinson hardware store, only to be fired after a customer complains when he creates an illusion of him cutting his arm severely with a knife blade during a sales pitch, whilst Karl is attempting to reinvent himself as a Derren Brown-esque magician called the Mindmonger, with limited success. During an unsuccessful impromptu-pitch at a television corporation, the only person he manages to impress is Dani, the tea girl, who Karl immediately gets a crush on much to the jealousy of his incompetent agent Otto, who nurses an unsubtle homosexual crush on him.
